Drugs and pubs - BBPA Guidance

This guidance, which is free to download here, contains new, specific advice on the Psychoactive Substances Act 2016 and on door searches, along with detailed information on commonly used drugs and how to identify drug use.


Pubwatch is the licensed trade's equivalent of Neighbourhood Watch. Pubwatch schemes have been in existence throughout the UK for over 40 years and range in size from over 200 premises in cities to small rural schemes with as little as 5 premises involved.

Best Bar None

BBN is a national award scheme supported by the Home Office and aimed at promoting responsible management and operation of alcohol licensed premises. It was piloted in Manchester in 2003 and found to improve standards in the night time economy, with premises now competing to participate. It has since been adopted by 100 towns and cities across the UK and is now being taken up internationally.

Challenge 21

For many years, the British Beer & Pub Association's Challenge 21 scheme has been raising awareness among publicans and their staff of the need to be vigilant in preventing underage sales.

The PASS Scheme

PASS (Proof of Age Standards Scheme)is the UK's national guarantee scheme for proof-of-age cards which is backed by the Government and supported by authoritative organisations, including the Association of Chief Police Officers (ACPO) and the Trading Standards Institute (TSI). The scheme is also supported by the main Trade Associations connected with those selling age-restricted products.

‘Make Pass the Standard’ Campaign

The Proof of Age Standards Scheme (PASS) is calling on BBPA member companies to sign up to the ‘Retail Partners’ Commitment to Action’ to support the campaign to make PASS accredited Proof of Age Cards the norm especially within the late night sector where there is evidence that cards are being refused by door supervisors.


Drinkaware is an independent UK-wide, public-facing body with the objective of positively changing public behaviour and the national drinking culture to help reduce alcohol misuse and minimise alcohol-related harm.

Chief Medical Officer lower-risk drinking guidelines

In 1994 an Inter-Departmental working group reviewed the Government's sensible drinking message in the light of the latest scientific evidence. The findings were published in a report called 'Sensible Drinking' in 1995.
